Dubay does not understand elevation and laws of motion.
I presume that the “inclination” part again refers to rivers flowing over the “hump” which has been dealt with the response to proof 4. The “motion” part probably refers to the spin of the Earth pushing the water uphill. This also has been dealt with in the response to proof 3.
