The whole purpose of this "proof" is to establish that the observations of the stars / constellations in the southern hemisphere are fundamentally different from those in the northern hemisphere.
This is very important for flat earthers because any other observation would be impossible on a flat Earth. Their solution is simply to blatantly make up observations that are consistent with a flat Earth and deny the many easy southern constellation observations that are completely impossible on a flat Earth.
Part of Ursa Minor can be seen from every part of the northern hemisphere simultaneously because the constellation includes Polaris. This is NOT true of any other constellation. Dubay is just shamelessly lying again.
Since no southern constellations cross the Celestial South Pole, it is true that none of the southern constellations are visible from every part of the southern hemisphere simultaneously.
However there are a few that come close. Octans, Chameleon, and Apus are always visible anywhere south of latitude 15 degrees south.
Why does Dubay use the Southern Cross as an example? The Southern Cross is in fact situated 30 degrees from the Celestial South Pole and consequently it is only always visible from anywhere south of latitude 30 degrees south.
It was a surprise to me how far away from the Celestial Southern Pole the Sourthern Cross was. Anyone who was under the same misapprehension might give some credence to Dubay's claim that it should be visible from the whole of the southern hemisphere. Another example of Dubay trying to fool his readers.
